In Mykolaiv region, DPA collaborates with local authorities and civil society to restore essential services, improve inclusion—particularly for internally displaced persons (IDPs) and persons with disabilities—and support community-led recovery.

Position Summary

DPA is seeking a Project & Engagement Officer to support the implementation of its expanding portfolio in Ukraine. The Officer will contribute to high-quality programme delivery, community engagement, evidence generation, and partnership strengthening. A key part of the role is supporting fundraising, donor engagement, and development of new project concepts aligned with DPA’s strategic priorities.

This role offers an opportunity to contribute to meaningful, community-driven recovery work in one of Ukraine’s most affected regions.

Key Responsibilities

Programme Implementation & Quality

  • Support day-to-day implementation of DPA projects in Mykolaiv and surrounding regions.
  • Contribute to planning, assessments, and design of community-based interventions related to essential services, disability inclusion, resilience, and humanitarian response.
  • Ensure activities meet donor requirements and align with DPA’s international strategy.
  • Monitor progress, collect data, and support documentation of results and evidence.

Community Engagement & Partnerships

  • Maintain strong engagement with local authorities, community groups, and civil society partners.
  • Facilitate participatory approaches involving affected communities in planning, monitoring, and feedback processes.
  • Strengthen local networks and community structures, including volunteer groups, first aid networks, or WASH committees.
  • Promote DPA’s “stepping-in culture” and inclusive community resilience approaches.

Fundraising & Donor Engagement

  • Support identification of funding opportunities relevant to DPA’s work in Ukraine.
  • Contribute to development of high-quality proposals, concept notes, budgets, and donor briefs.
  • Provide timely inputs for donor reporting, visibility materials, and situational updates.
  • Track donor funding trends and opportunities within humanitarian and early recovery sectors.

MEAL (Monitoring, Evaluation, Accountability & Learning)

  • Support data collection, documentation of lessons learned, and internal learning efforts.
  • Strengthen accountability mechanisms, including field-level feedback channels.
  • Contribute to DPA’s evidence and “proof-of-concept” approach by documenting impact.

Coordination & Representation

  • Represent DPA in relevant coordination forums at field level.
  • Liaise regularly with the DPA International Department in Copenhagen for technical guidance and reporting.
  • Support communication and visibility materials, including field stories and media inputs.

Qualifications

  • Bachelor’s degree in social sciences, development studies, humanitarian action, or related fields.
  • Minimum 3 years of experience implementing humanitarian or development projects.
  • Strong experience in community engagement, inclusion, or civil society partnership work.
  • Demonstrated ability in proposal writing, donor communication, or fundraising is a strong advantage.
  • Experience with MEAL tools, data collection, or evidence documentation.
  • Experience working in conflict-affected or early-recovery contexts preferred.
  • Fluency in Ukrainian with good command of English.
