Job summary
The Education and Protection Program Manager is responsible for leading, developing, and managing the Education and Protection Programs, ensuring effective project implementation in alignment with the organization’s strategic objectives and donor requirements. The role oversees program teams and budgets, ensures quality and compliance with organizational policies, represents the organization with donors and partners, and contributes to resource mobilization and cross-program integration to maximize sustainable impact for beneficiaries.
Qualifications and education requirements:
Bachelor’s degree in Business Administration or a related field.
Master’s or PhD degree in a relevant discipline and/or a professional certification in Project Management is preferred.

Essential Duties and Responsibilities:
- Develop and oversee the structure, strategy, work plans, and budgets of the Education and Protection Programs in alignment with the department’s vision, strategic objectives, and organizational priorities, while ensuring regular monitoring and evaluation.
- Develop, update, and implement program procedures in accordance with organizational policies and donor requirements.
- Provide technical and managerial support to team members, ensuring clear and equitable task allocation while promoting high performance.
- Promote the Education and Protection Programs to current and prospective donors in coordination with the Programs Department and Partnerships Department to increase funding opportunities.
- Represent ATAA Relief Association before donors, beneficiaries, and external stakeholders on matters related to the programs or as officially delegated.
- Lead and oversee assigned programs and projects to ensure effective and accountable program management.
- Review, approve, and improve project plans, including detailed implementation plans, procurement plans, HR plans, spending plans, and other operational plans in coordination with the program team.
- Ensure effective implementation of programs and projects in compliance with contractual obligations, donor requirements, policies, procedures, rules, and regulations.
- Ensure program interventions remain responsive to the needs of communities and beneficiaries.
- Ensure quality implementation in accordance with recognized standards and approaches such as Area-Based Approach (ABA) and the Humanitarian-Development-Peace (HDP) Nexus.
- Oversee project budgets, review financial reports, and coordinate with the Finance Department to ensure sound financial management.
- Effectively manage the program team and ensure fair and transparent workload distribution.
- Ensure proper documentation, data management, and archiving of program and project records in accordance with approved procedures.
- Maintain effective communication with donors, partners, and sponsors, and represent the organization in relevant meetings.
- Coordinate and exchange information with donors, clusters, working groups, NGOs, and other coordination bodies.
- Ensure effective management of financial, security, safety, operational, reputational, and programmatic risks.
- Ensure timely submission of high-quality internal and external narrative and programmatic reports, including weekly, monthly, interim, and final reports.
- Coach, mentor, and develop program staff in both Türkiye and Syria to strengthen individual and team capacity.
- Maintain strong relationships with clusters and coordination mechanisms while ensuring a positive organizational presence.
- Foster a positive work environment and proactively address team conflicts.
- Ensure effective coordination and collaboration among program staff.
- Promote integration and coordination with other sector programs to maximize benefits for beneficiaries.
- Establish and maintain a technical resource library, including standard operating procedures (SOPs), technical guidelines, and sector-specific reference materials.
- Work closely with the MEAL Manager to develop appropriate project tools and monitoring mechanisms.
- Collaborate with the Programs Director in developing concept notes, proposals, and memoranda of understanding (MoUs) that meet donor and sector quality standards.
- Proactively identify and pursue new funding opportunities in coordination with the Programs Director and Partnerships Department.
- Coordinate closely with other departments on all matters related to program implementation.
- Conduct field visits and undertake field assignments as required.
- Travel as required to monitor activities and attend meetings.
- Participate in regular meetings with supervisors, team members, and relevant colleagues to review progress and discuss updates.
- Carry out core managerial responsibilities in coordination with the Human Resources Department, including developing and updating job descriptions, supporting performance management, capacity-building plans, attendance follow-up, recruitment processes, and ensuring staff compliance with HR procedures.
