About the Position:
The Monitoring and Evaluation (M&E) Assistant is a member of The Center for Victims of Torture (CVT) program teams in Iraq and Syria. Under the supervision of the M&E Officer, the M&E Assistant will support collecting, entering, and compiling data pertaining to project activities, including confidential clinical data. S/he will implement and maintain data collection systems, monitor the integrity of collected data, support the data collection process, contribute to reports for internal and external audiences, and consult with and support managerial and clinical staff about program monitoring and data-related matters. The M&E Assistant will closely work with the M&E Officer and HQ Evaluation and Research Department. Travel within the Ninewa Plain and to Damascus, Syria may be required. Part-time (20 hours/Week). Contract duration: May – September 2026.
JOB RESPONSIBILITIES
45% Data Entry and Maintenance
Enter, clean, and maintain electronic records of client assessment data from psychosocial, mental health, physiotherapy, and other clinical and training services. Process assessment forms submitted by clinical and training staff by verifying completeness and accuracy, entering data into a database in timely manner, and identifying and resolving data integrity issues. Create and maintain documentation of file structures and dataset locations. Organize, name, and back up data files and folders according to established conventions. Ensure the secure storage of electronic client data, as well as paper forms while in possession, in accordance with confidentiality and data protection policies.
20% Support Collection of Clinical Data
Support clinical staff in collecting client data. Work with clinical staff to ensure adequate procedures are in place to securely and reliably collect, enter, and store confidential client information, especially as forms are transferred to and from clinical and M&E teams for data entry. Maintain and ensure adequate supply of original, blank, paper copies of current clinical assessment forms are available as needed to clinical staff.
%15 Program and Data Monitoring
Collaborate with the M&E Officer, Program Evaluator, and clinical teams to develop and implement systems to monitor ongoing program activities, including referrals, community outreach, screenings, trainings, workshops, and other activities. Ensure timely and accurate submission of program data by coordinating ongoing monitoring efforts across teams. Oversee data collection processes to ensure adherence to established protocols, particularly for clinical assessment measures. Collaborate with clinical, research, and administrative staff to identify and resolve data or data systems-related issues. Report deleterious or ongoing data-related issues to the Country Director and CVT Evaluation and Research Department. Ensure that no changes are made to the clinical assessment forms without the approval of CVT Evaluation and Research Department.
5% Evaluation
Support rigorous evaluation to assess effects of CVT’s activities. Measuring the progress of survivors is embedded into the therapeutic process of every CVT healing initiative. Collaborate with clinical team to identify areas for evaluation and work with the Evaluation and Research department to design appropriate methodologies. Support internal evaluations and internal research projects, as requested. Collaborate in conducting baseline, mid-term, and final evaluations where required by HQ Evaluation and Research department.
5% Reporting
Develop, submit, or contribute to regular reports concerning program activities and clinical assessment data for both internal and external audiences. External audiences include quarterly and annual reports to donors. Internal audiences include monthly reports to CVT Headquarters International Services staff, requests from CVT Evaluation and Research Department, or ad hoc requests from clinical or administrative staff.
5% Consultation, Collaboration, and Communication
Consult with CVT staff (i.e., admin, clinical, research) concerning data management, data collection, or monitoring and evaluation topics as requested. Maintain communication with M&E Officer, clinical staff, and CVT Evaluation and Research Department. Participate in clinical meetings/gatherings as possible. Gain familiarity with CVT’s work with clients and maintain understanding of current program activities. Ensure knowledge and experience sharing among CVT and the project partners. Provide technical assistance to the project partners as required.
5% Other Duties
- Participate in other program and organization-wide activities, meetings and trainings.
- Complete administrative responsibilities as required.
- Perform other duties as assigned.
QUALIFICATIONS
Required education, experience, certificates, licenses or registrations
- High School diploma or equivalent
- Minimum two (2) years of work experience in data entry or data management
- Experience with digital / electronic data collection and database management
- Experience in providing training or technical support to partners or colleagues
- Proficiency in Microsoft Office applications
- Fluency in written and spoken Arabic and English

Preferred education, experience, certificates, licenses or registrations
- Bachelor’s degree in social science, statistics, computer science or a relevant discipline
- Any professional certificates related to data management or M&E
- Experience with online surveys, such as Alchemer, Survey Monkey, Qualtrics, etc.
- Fluency in written and spoken Kurdish and/or Shabaki language

Work Environment:
- Hybrid environment mixed with field environments
- Time spent on the computer is approximately 80%
- Must be willing and able to travel to Damascus, Syria, pending security clearance and personal risk assessment.
Physical Demands: While performing the duties of this job, the employee is regularly required to talk, hear and see. The employee is frequently required to sit, stand, walk; use hands to finger, handle or feel; and reach with hands and arms.
Travel: This position might include M&E related travels to sites outside of Erbil, within Iraq and in Syria, depending on project development and security conditions.
