Program Background
PROSIVU is an Australian Government-funded program that focuses on strengthening governance in Timor-Leste. This eight-year program (2022 – 2030) works in partnership with the Government of Timor-Leste to help Timor-Leste achieve its goal of becoming an upper-middle-income country by 2030. It is Australia’s primary program supporting Timor-Leste’s central government agencies and economic line-ministries in improving governance, economic policy and public sector reform. DT Global supports the implementation of PROSIVU on behalf of the Australian Government.

The Role
The engagement of the M&E Specialist aims to provide strategic guidance, technical expertise, and capacity-building support to develop the MoF monitoring and evaluation framework.

About You
Essential Experience and Knowledge
- A Master’s degree in a relevant field.
- At least 5 years of demonstrated experience in designing and operationalising M&E systems for government institutions and/or large-scale, multi-sector programmes implemented by international development organisations.
- Extensive multi-sector experience, particularly in planning, programme design, and policy formulation.
Desirable Experience and Knowledge
- Knowledge of programme budgeting and performance based logical frameworks.
- Previous experience working in Timor-Leste or the region.
- Working knowledge of Tetum or Portuguese
