Mission description

The project “Empowering Palestinian and Israeli civil societies and local media for community resilience and dialogue”, planned for an initial period of 18 months, is implemented by Expertise France. This project aims to strengthen Palestinian and Israeli civil societies, as well as local media, and consolidate their role as key actors in peace building. Addressing community-specific challenges, promoting resilience and supporting inclusive public debate.

Project or context description

Expertise France recruits a Monitoring and Evaluation Officer to oversee the implementation of the project’s monitoring, evaluation, research and accountability framework. This role is essential to ensure that project activities are monitored, evaluated and aligned with the overall objectives and requirements of the agency and the funder.

The Monitoring and Evaluation Officer will work closely with the project team in Jerusalem, partners and stakeholders to provide data-driven analysis to inform strategic decisions.

Primary responsibilities:

1. Monitoring and evaluation framewor

  • Develop and implement a comprehensive monitoring and evaluation plan aligned with the logical framework of the project and the requirements of Expertise France and the donor.
  • Define performance indicators (quantitative and qualitative), data collection methodologies and reporting formats.
  • Ensure that monitoring tools are appropriate, conflict-sensitive and relevant to project contexts.

2. Data collection and analysis

  • Coordinate and supervise the collection of data from different stakeholders.
  • Analyze qualitative and quantitative data to assess project performance.
  • Identify trends, successes and areas for improvement from monitoring and evaluations.

3. Reports and documentation

  • Prepare detailed and transparent reports for internal and external stakeholders.
  • Maintain organized documentation of all data and documents related to project monitoring and evaluation.

4. Capacity building

  • Train project teams, partners and local stakeholders on monitoring and evaluation tools and methodologies.
  • Provide ongoing technical support to field teams for the implementation of tracking systems.
  • Promote a culture of accountability and adaptive learning in the project.

5. Collaboration and communication

  • Act as the main point of contact for monitoring and evaluation issues
  • Ensure alignment of monitoring and evaluation activities between field teams and stakeholders.

6. Accountability and learning

  • Design and implement feedback mechanisms to integrate the voices of communities and stakeholders into project decisions.
  • Facilitate learning workshops and knowledge sharing sessions.
  • Document good practices to increase project impact.

Required profile

Training

· Master’s degree in international development, social sciences, statistics or related field.

· Certification in monitoring and evaluation, data analysis or project management is an asset.

Work experience

· Minimum 5 years of experience in monitoring and evaluation, preferably in large resilience, humanitarian or peacebuilding projects.

· Experience in designing and implementing monitoring and evaluation frameworks for projects funded by institutional donors (EU, UN, etc.).

Technical skills

· Proficiency in monitoring and evaluation tools and software.

· Knowledge of conflict-sensitive approaches and peacebuilding frameworks is an asset.

· Strong data visualization and presentation skills.

Interpersonal skills

· Strong training and facilitation skills, with experience working in multicultural environments.

· Excellent communication and collaboration skills with remote teams and field stakeholders.

· Ability to adapt monitoring and evaluation tools to different cultural and operational contexts.

Language skills

· Excellent written and oral skills in English; proficiency in French is highly desired.

· Knowledge of Arabic is an asset.

Personal qualities

· Rigour, high level of precision and excellent organizational skills.

· Ethical commitment to transparency and accountability in project management.

Additional information

  • Full-time post based in Jerusalem.
  • The monitoring and evaluation officer will report to the project director and work closely with the deputy project director, the SERA coordinator at Expertise France headquarters and field teams.
