Health Advisor with expertise in NCDs

About the position and the assignments

Danish Red Cross (DRC) is looking for an experienced health professional to provide technical assistance to DRC-supported health interventions, and to guide and strengthen the strategic priorities and actions of DRC in addressing NCDs in humanitarian settings.

You will be based at the Danish Red Cross HQ in Copenhagen and will be part of the Health Team in the Technical Quality and Impact Unit of the International Department. The Health Team comprises technical advisors within health and mental health and psychosocial support, and it ensures that the requisite capacities are in place to provide timely and relevant assistance and advice to DRC supported programmes and operations.

As a member of the Health Team, you will be working under the line management of the Health Team Lead and will also work closely with other colleagues at the DRC HQ and Regional and Country Offices (CO) as well as with colleagues, staff, and volunteers in other Red Cross / Red Crescent National Societies (RCRC NSs), in the International Federation of the Red Cross Red Crescent (IFRC), and in the International Committee of the Red Cross (ICRC).

Your main responsibilities will be to:

  • Strategic planning and direction: contribute to defining and rolling out of DRC’s strategic direction and frameworks with health, with an emphasis on enhancing primary health care services at health facility and community levels, and with NCDs as integral part of essential health care packages.
  • Technical support and guidance: provide onsite and/or remotely evidence-based guidance and advice health programmes and initiatives, ensuring alignment with the national and internationally recognised guidelines, standards and good practices, including in areas such as NCDs, reproductive, maternal, newborn and child health, and health system strengthening. Develop and/or support development and adaptation of technical guidelines, models, approaches and tools for NCDs and other thematic health areas.
  • Strengthening of capacities: work closely with the RCRC NSs to support their capacity strengthening plans and initiative, particularly related to NCDs prevention and care, through training and resource development aimed at enhancing the quality and resilience of health care services.
  • Monitoring and evaluation: provide technical support and quality assurance to planning and undertaking of health assessments, baselines, endlines, reviews and evaluations, and setting up and management of health information system (HIS). Provide technical inputs to reporting.
  • Evidence, learning and innovation: promote and support the generation, analysis, and use of data and evidence to inform health programming, service delivery and policy decisions. Support and facilitate development of NCDs community of practice, scalable innovative solutions, operational research and peer-learning across RCRC NSs.
  • Advocacy: support DRC’s advocacy efforts on health, with particular focus on NCDs in humanitarian settings. Provide inputs to policy and briefing papers, attend RCRC and external meetings and events on NCDs and other thematic health areas.
  • Resource mobilisation: support and/or lead development of health proposals align with donor priorities and organisational goals.

Your profile

We are looking for a professional with at least five years of international experience in health sector with humanitarian and development organisations. You have sound technical and strategy advisory skills within NCDs and preferably other thematic health areas (e.g. health in emergency, sexual reproductive, maternal and child health or epidemic preparedness and control). You have experience with project management, development of project proposals, partnerships and working with primary health care systems and community engagement. You are interested in innovative approaches and solutions in addressing health sector challenges. You have excellent English language skills. French and/or Arabic is considered an asset. You are a good communicator, team player, and also structured, systematic and good at meeting deadlines. You are able to go on field missions including for emergency response. The position requires some flexibility and up to three months of travel per year.

The position is a full-time position – 37 working hours per week. The position is 24 months with possibility for extension.

Salary and employment conditions are in accordance with Danish Red Cross’s collective bargaining agreement with HK and AC, depending on experience and qualifications. The position is based at the Danish Red Cross headquarters in Copenhagen, and the salary package does not include reallocation to Denmark, family or housing allowances.
