Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. The IOM Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand is covering 40 countries across the Asia and Pacific region. The key responsibility of the ROAP is to formulate regional strategies and plans of action and to provide programmatic and administrative support to the countries within the region.
Context:
The IOM Regional Office for Asia and the Pacific (ROAP), based in Bangkok, Thailand, provides technical guidance and expertise to IOM Country Offices across the region in addressing transnational organized crime, including Trafficking in Persons (TIP) for Forced Criminality (FC). The 42nd ASEAN Summit highlighted the urgency of combating trafficking for forced criminality, particularly in relation to online scams, through the adoption of the Declaration on Combating Trafficking in Persons Caused by the Abuse of Technology. In 2023, ASEAN member states were identified as both key countries of origin for victims (Viet Nam, Indonesia, Myanmar) and top countries of exploitation or transit (Cambodia, the Philippines, Myanmar, Lao PDR, and Thailand). This underscores the need for robust regional data analysis and management to inform evidence-based responses
To support this effort, IOM seeks to engage a consultant to develop a regional data analysis and data management framework for TIP for FC in Asia and the Pacific. The consultancy will consolidate IOM’s anonymized data into regular analytical snapshots to identify trends, routes, and victim profiles. This will address gaps in real-time analysis and strengthen support for governments and counter-trafficking stakeholders.
Core Functions / Responsibilities:
The consultancy will contribute to the ongoing projects implemented by the Protection Unit of the IOM Regional Office for Asia and the Pacific, in close coordination with the Regional Data Hub.
The successful candidate will be responsible for producing the following outputs.
- Review and consolidate existing datasets on TIP for FC from IOM sources and partners.
- Contribute to the design and supervise the management of databases and information systems, including dataset extraction for analysis and representation.
- Review Country Office (CO) Victim of Trafficking (VoT) databases to ensure they are updated in line with current screening forms and meet information needs for research and analytical reports.
- Identify and analyze existing available datasets, suggest harmonized procedures to increase comparability of data and identify data gaps , to strengthen evidence-based responses.
- Develop a regional data management system that ensures secure, anonymized, and standardized data storage and retrieval.
- Design and build an interactive, user-friendly dashboard and dynamic reporting tools using Power BI and / or other visualization platforms to display trends, patterns, and victim profiles related to TIP for FC.
- Advise on issues and corrective measures identified in MiMOSA data to work towards optimizing the dataset with accurate, up-to-date data.
- Based on existing data, draft analytical reports (minimum of 3),
- Produce external communication materials, such as factsheets with infographics and presentation materials, where appropriate and necessary, based on consolidated data.
- Ensure alignment with IOM data protection principles and regional counter-trafficking strategies.
- Facilitate knowledge-sharing with IOM Country Offices and regional stakeholders through presentations and training sessions on data collection, management and analysis (a minimum of XX trainings should be facilitated).
- Perform other duties as may be assigned to support the objectives of the consultancy.
Performance indicators for the evaluation of results
The evaluation will be assessed based on timely submission of monthly reports with required annexes, including analytical products, dashboards, and data analysis outputs. Indicators include completion of all tasks in the Scope of Work, production of at least three high-quality analytical reports and interactive dashboards, adherence to IOM Brand Guidelines and data protection principles, and quality of external communication materials. Overall impact and usability of final products will be evaluated through Migrant Protection (RO MPX) and Regional Data Hub (RDH’s) feedback and review.
Required Qualifications and Experience
Education
- Master’s degree in Statistics, Data Sciences, Political Science, or a related field from an accredited academic institution, with at least 3 years of relevant professional experience; or
- University degree in the above fields with 5 years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database
Experience
- Demonstrated experience in data visualization, data management, information management, data
- Demonstrated experience working with government stakeholders, immigration and/or border agencies, or other entities
- Experience with/knowledge of immigration, migration management, border services, migrant protection, and relevant areas is an advantage
Skills
- analysis and/or statistics, and data collection, with knowledge of migration data an advantage
- Advanced knowledge and skills in the use of Microsoft Office (Excel and Power Point)
- Proven expertise in Power BI or other data visualization software
- Strong sense of honesty and principles, and commitment to IOM’s work in general and IBG’s services/products
- Experience in multi-cultural settings is an advantage

- Fluency in English language (oral and written) is required.
