We are seeking a strategic, results-oriented Disaster Response and Risk Reduction Specialist (Project Manager / Team Leader) based in the Philippines to lead and coordinate the implementation of a national capacity-building project focused on emergency preparedness and response in the public works sector.
Please note: This is a project-based, grant-funded consultancy position. Appointment is subject to project award and any required donor approvals.
Position Summary
The Disaster Response and Risk Reduction Specialist (Project Manager / Team Leader) will be responsible for ensuring the successful implementation of the project in the Philippines, providing overall leadership, technical direction, and strategic oversight.
Success in this position requires strong leadership, advanced knowledge of Disaster Risk Reduction Systems, and proven experience managing complex, multi-stakeholder projects. The Team Leader will ensure compliance with donor requirements, timely delivery of outputs, and high-quality reporting.
This role will lead the comprehensive planning and execution of project activities, fostering collaboration with government counterparts, internal Miyamoto teams, and external partners to ensure effective and sustainable emergency preparedness and response systems.
Key Responsibilities
- Provide overall leadership and strategic direction for the project’s implementation.
- Manage and oversee all aspects of emergency preparedness, disaster response, and risk reduction programming.
- Lead and coordinate a multidisciplinary technical and administrative team.
- Develop, monitor, and adjust project implementation plans to ensure timely and high-quality delivery.
- Oversee the design and implementation of Disaster Risk Reduction Policies, preparedness frameworks, and response mechanisms.
- Maintain proactive coordination with government agencies (including public works authorities), local stakeholders, and international partners.
- Ensure compliance with donor requirements, including timely submission of high-quality technical and financial reports.
- Provide technical guidance on disaster response systems, preparedness planning, and institutional strengthening.
- Represent Miyamoto in high-level meetings, consultations, and coordination platforms.
- Contribute to strategic discussions related to Miyamoto’s operations and long-term engagement in the Philippines.
Qualifications and Experience
- Education: Bachelor’s degree in engineering, disaster management, environmental protection, or a related field is required. A Master’s degree in a relevant field is preferred.
- Experience:
- Minimum of ten (10) years of professional experience in disaster response, disaster risk reduction, emergency preparedness, or related fields.
- Preferably at least five (5) years of relevant experience in leadership roles managing complex, multidisciplinary projects.
- Demonstrated experience working with public sector institutions, preferably in public works or infrastructure-related contexts.
- Proven track record in capacity building, institutional strengthening, and policy-oriented programming
- Knowledge:
- Strong familiarity with international donor regulations and project implementation requirements.
- Strong understanding of disaster risk reduction frameworks, emergency preparedness systems, and response coordination mechanisms.
- Familiarity with international donor-funded project implementation and compliance requirements.
- Skills:
- Excellent leadership, organizational, and team management skills.
- Strong analytical, planning, and problem-solving abilities.
- Excellent written and verbal communication skills.
- Ability to engage effectively with senior government officials and diverse stakeholder groups.
- Languages:
- Fluency in English (oral and written) is required.
- Knowledge of Filipino or other local languages is an asset.
