Context of Role
Operating within IPPF’s global humanitarian framework, the role supports MAs in South and Southeast Asia (SARO and ESEAOR) under the SPRINT programme (Sexual and reproductive health in crisis and post-crisis situations). The Advisor works across diverse humanitarian settings to enable locally led, feminist approaches to SRH in Emergencies (SRHiE), including SGBV response (Sexual and Gender Based-Violence). The role interacts with internal teams, donors, and external partners to position MEAL as a core component of programme design and delivery
Role Purpose
Guide the integration of evidence-driven approaches across IPPF’s humanitarian portfolio to strengthen performance, learning and impact. Recommend using the MEAL approach (Monitoring, Evaluating, Accountability and Learning) strategies to Member Associations (MAs) and humanitarian teams in order to enable ethical, accountable and effective programme delivery. Shape monitoring and evaluation systems to ensure compliance with international standards and donor requirements.
Deliverables
- Enable the development and refinement of IPPF’s Humanitarian PLI M&E framework and tools in alignment with the Global Results Framework, to support strategic decision-making.
- Guide programme design processes to define robust M&E plans, indicators and evaluation strategies that meet donor and learning requirements.
- Coordinate with humanitarian teams to enable data visualisation tools that inform programme decisions and advocacy efforts.
- Facilitate training and mentoring for Member Associations and Secretariat staff to prioritise ethical and effective MEAL practices in SRHiE and SGBV contexts.
- Enable monitoring systems to define progress, outcomes and impact across humanitarian programmes and projects.
- Consult with Member Associations to prioritise community accountability mechanisms and learning pathways.
- Encourage knowledge sharing and reflection to align humanitarian learning with global standards and donor expectations.
- Coordinate with internal and external partners to enable the development and uptake of PLI humanitarian frameworks and tools.

Essential Skills
- Advanced university degree in public health, epidemiology, demography, statistics, economics or related field.
- 5–8 years of expertise in SRHiE, including MISP monitoring and SGBV response.
- 5+ years managing complex M&E at international, regional and country levels.
- Ability to analyse large datasets and present findings using data visualisation tools (Power BI, Tableau, DHIS).
- Strong understanding of M&E and analysis software (SPSS, STATA, NVIVO, DHIS).
- Excellent computer literacy (Word, Excel – Intermediate level, PowerPoint, Outlook, Adobe).
- Strong facilitation and presentation skills.
- Fluent in English (B2/C1).
Desirable Skills
- Experience with feminist and community-led MEAL approaches.
- Familiarity with donor frameworks (USAID, FCDO, ECHO, UN) and humanitarian coordination mechanisms (IAWG, GBV AoR, Health Cluster).
- Experience training and mentoring teams on M&E frameworks.
- Proven leadership in managing M&E of restricted programmes.
- Experience working in diverse cultural contexts.
- Fluency in Arabic, French or Spanish.
