ROLE PURPOSE:

The Humanitarian Flood Response Project Coordinator will lead the emergency response efforts and will coordinate closely with multi-sectoral agencies, including government authorities, UN bodies, and civil society organizations (CSOs), to ensure a timely, well-coordinated, and child-cantered response. The Coordinator will also be responsible for ongoing needs assessments, program implementation, and stakeholder engagement.

The Coordinator will have budget oversight responsibilities for all humanitarian response funds, including the Volvo EiE project. This includes financial planning, monitoring, and ensuring compliance with donor and organizational requirements. The role will also lead field-level humanitarian response planning and execution, ensuring alignment with Save the Children’s humanitarian principles and operational standards.

Budget Responsibilities: 500,000 USD

Role Dimensions: The Humanitarian Coordinator will collaborate with the field team and the Emergency Response Team (ERT) to ensure effective coordination and timely delivery of emergency responses. The post-holder will also work closely with the SPQI team, particularly the Child Protection Technical Expert, Education Technical Expert, and MEAL team.

KEY AREAS OF ACCOUNTABILITY:

Emergency Response Planning & Implementation

  • Lead and coordinate emergency response activities in alignment with Save the Children’s humanitarian framework.
  • Lead and coordinate with the ERT to send out emergency alert, conduct rapid needs assessments and support the development of response plans, in collaboration with technical experts, Business Development and field staff.
  • Ensure child protection, education, and child-sensitive approaches are integrated across emergency interventions.
  • In coordination with the field team, keep track of response progress, challenges and changes in the context.
  • Support the Director of Programmes and Humanitarian in maintaining the SCT’s emergency response capacity. This includes leading internal capacity-building initiatives for the ERT, ensuring the Emergency Preparedness Plan (EPP) is regularly reviewed and updated, and coordinating with relevant teams—such as Supply Chain and Warehouse Management—to maintain adequate pre-positioned stocks for timely and effective emergency response.

Budget Management and Compliance

  • Oversee the implementation and budget management of the humanitarian portfolio, including the Volvo EiE project.
  • Monitor expenditures and ensure compliance with donor regulations and Save the Children’s financial procedures.
  • Work with the finance and operations teams to track spending, flag any risks, and prepare budget forecasts and reports.

Programme Quality and MEAL

  • Maintain up-to-date project management tools and trackers, i.e. PRIME, for emergency responses portfolio and the Volvo EiE project
  • Produce high quality donor reports, internal narrative reports, and collection, analysis and dissemination of relevant information and data relevant to the response.
  • Work with Communication Coordinator to ensure timely submission of the situation report for the humanitarian response and collect success stories to communicate with public and donors
  • Work closely with MEAL team to collect qualitative and quantitative data relevant to the response; maintain beneficiaries database and ensure data confidentiality
  • Work closely with MEAL team to ensure that a complaint response and accountability mechanism in place and well-maintained
  • Work closely with MEAL and technical experts to document good practices and lessons learned to promote learning on humanitarian interventions to inform future responses

Coordination and Representation

  • Establish, maintain, and improve active and regular working relationships with local authorities and CSOs partners to ensure smooth collaboration and complimentary response to the affected communities
  • As appropriate, participates in donor meetings to keep them informed of context, program progress, challenges and existing needs. Supports SMT in preparation for meetings with donors and key stakeholders.

QUALIFICATIONS

  • Thai nationality
  • University degree in one of the disciplines relevant to the following areas: Emergency Management, Public health, Disaster relief services, International Relations, Education, Social Sciences, or a field(s) relevant to Humanitarian and/or international development assistance
  • Skills and experience in one or more of the following sectors, Food Security, Livelihoods, Education in Emergencies, and Child Protection in Emergencies, monitoring, review, and evaluation preferably from a child rights approach in accordance with the CRC and international humanitarian framework.

EXPERIENCE and SKILLS

  • Minimum 5 years of experience in humanitarian response, preferably with an INGO.
  • Proven experience in emergency project coordination, including budget management and inter-agency coordination.
  • Ability to work collaboratively as part of a team as well as independently as required
  • Excellent interpersonal skills and ability to communicate at all levels
  • Proof of record of producing quality reports
  • Proven ability to collect, analyze, and present data in various formats, tailored to diverse stakeholders, including donors
  • Flexible to travel to remote areas affected by disasters with short notice
  • Being agile to work in irregular working hours, especially at the onset of an emergency
  • Ability to represent, and understand political awareness and advocacy
  • Work independently with limited supervision from the line manager
  • Intermediate knowledge and skills in Microsoft Office programs, e.g. Word and Excel
  • Commitment to and understanding of Save the Children’s aims, values, and principles

Desirable:

  • Knowledge of procurement procedure and local transport
