Un Ponte Per (UPP) is an Italian NGO established in 1991. It started its activities as “Un Ponte per Baghdad”, in the aftermath of the first Gulf war, with the aim of organizing solidarity initiatives in support of the Iraqi civilian population. In subsequent years, UPP missions expanded to include Serbia and other Middle Eastern and Mediterranean countries. The NGO aims at preventing armed conflicts, protecting human rights and supporting local civil society, especially in the Middle East, by promoting the nexus between its humanitarian, peacebuilding and development programs.

Job Overview

Under the supervision of the Program Manager (PM) and in coordination with field teams, the M&E Officer develops, maintains, and strengthens the program’s Monitoring, Evaluation, Accountability and Learning process improving its effectiveness, quality and accountability. The M&E Officer will be responsible for the following major tasks:

  • Oversee data collection, analysis, and reporting on performance indicators in alignment with UPP’s integrated data management and M&E system.
  • Establish monitoring systems to track program progress, including tailored data collection methods for gender and vulnerable populations.
  • Contribute to the development, monitoring, and evaluation of accountability to affected populations (AAP) mechanisms, including community feedback and complaints response systems (CRM), in coordination with field teams.
  • Support the implementation of the program evaluation plan, including mid-term, real-time, and final evaluations.
  • Coordinate and submit monthly MEAL reports to HQ, and contribute to quarterly and ad-hoc donor reporting as required.
  • Collaborate closely with the program team to ensure MEAL activities are well integrated into program planning and delivery.
  • Lead on operational decision-making related to the program’s M&E components and adapt tools or approaches as needed.
  • Supporting PM in response to donors’ requests and/or changes in the operating environment to update or revise expectations as necessary;
  • Map and manage Indicator Performance Tracking Tools (IPTT) to support the PM and/or CR in submitting quarterly, annual and other ad-hoc reports requested by UPP HQ, donors, local authorities or other aid coordination bodies
  • Develop and maintain comprehensive MEAL plans aligned with project logframes, theory of change, and donor requirements.
  • Assist the Project Manager in integrating findings from evaluations and feedback into programmatic decision-making and design.
  • Conduct routine data quality assessments to ensure accuracy, consistency, and validity of reported data, in line with UPP and donor standards.
  • Participate in capacity-building activities and training sessions related to MEAL components.
  • Provide MEAL training and technical support to UPP staff and partners on data collection, analysis, and reporting methodologies.
  • Contribute to the design and deployment of data collection tools using KOBO Toolbox, and support needs assessments, evaluations, and the analysis and dissemination of MEAL findings.

ESSENTIAL REQUIREMENTS:

  • At least three years of experience in designing, managing and implementing results-based M&E activities;
  • Bachelors’ degree in social sciences, economics, international development, evaluation research, statistics, or a related field;
  • At least three years of experience analysing quantitative and qualitative data;
  • Experience in working with an international development organization and knowledge of reporting procedures, best practices, guidelines and tools for monitoring and evaluation, including impact evaluation;
  • Experience working in an M&E role on emergency programs;
  • Excellent written and verbal communication skills;
  • Exceptional organisational skills and ability to meet deadlines;
  • Relevant computer software skills with proficiency in Excel, KoBo and Power BI, other data management systems;
  • Excellent oral and written English.

UPP requires criminal background check certificate (released max 3 months before the date of job offer) to confirm a job offer. DESIRABLE REQUIREMENTS:

  • Experience in main donors funded projects (EU, UN, USAID, AICS, etc.);
  • Experience in emergency projects;
  • Experience in M&E protection mainstreaming indicators;
  • Knowledge of the Middle Eastern context and relevant local actors;
  • Knowledge of Arabic
