Job Summary:

The project manager will manage the implementation of activities related to the water, sanitation and hygiene sector in addition to the shelter sector, follow up the implementation of construction activities, ensure the implementation of project activities according to the work plan and with the required quality, distribute and follow up the tasks of the project staff, write the necessary project reports, in addition to providing the necessary support for the shelter, water, sanitation and hygiene program.

Functional and organizational relations

He is responsible for managing and delivering project and budget activities, timely reporting and monitoring and evaluation of project completion. The project manager reports directly to the program coordinator and is accountable to the program coordinator for the effective performance of all responsibilities. In the absence of a program coordinator leading the team, the project manager reports directly to the program manager.

Tasks and Responsibilities:

  • Follow-up of the implementation of the project in the field
  • Preparing comprehensive implementation plans for the project.
  • Identify the technical requirements necessary for staff working in Syria in the field. Interviewing candidates to form the required field team
  • Prepare/engage, with the program coordinator in the preparation of relevant daily tracking schedules to follow up on project activities on a daily basis with the project team in Syria
  • Day-to-day management of the field team in Syria to ensure that tasks are assigned appropriately and that each person completes their task before the specified time with complete accuracy and transparency.
  • ensures the appointment and receipt of reports and data from field staff;
  • Review and ensure the accuracy and efficiency of field staff reports prior to compilation and completion of their transmission to anyone outside the organization (e.g. donors, partners and related entities)
  • Inform the program coordinator of any delay or potential issue; and provide the necessary suggestions to address any defect in the implementation of the project and address requests for change.
  • securely keeps all records, reports and documents related to the project;
  • Review all completion reports (financial, logistics, human resources, etc.) of the project before sending them to any party outside the organization;
  • Prepare weekly, monthly, quarterly and annual project performance reports. and submit it to the program coordinator
  • Hold regular meetings with project field workers inside Syria to identify obstacles and try to solve problems independently.

  • Coordinate with the monitoring and evaluation team to develop the necessary plans to monitor activities
  • Contribute to building networks and partnering with other agencies in accordance with the objectives of the organization, including governmental and non-governmental organizations and communities;
  • Provide the necessary support in writing proposals for projects
  • Using program management tools, he/she will monitor project implementation (timely, financially and on a scale basis); oversees timely data collection and local-level reporting;
  • Attends all meetings related to the project (block, coordination, finance, programs, etc. and provides presentations to the sector and donors)
  • Provide the necessary technical support in the design and implementation stages of the project team and the organization to perform other duties related to the program according to the assignment and in accordance with the implementation of the project
  • Work closely with the logistical, financial and media team for the required issues
  • Send continuous updates and share information to stakeholders

Required Qualifications and Experience:

  • Holds a university degree – in civil engineering or its equivalent (environmental engineering – sanitation – architecture ..)
  • Experience of at least three years in the field of relief work.
  • At least two years of experience in implementing water, sanitation, hygiene and shelter projects
  • Familiarity with and adherence to humanitarian standards
  • Sufficient knowledge of the work area and the Syrian context
  • Very good English skills (writing – reading – speaking)
  • Writing reports in Arabic and English
  • Strong knowledge of the project life cycle, periodic and progressive reporting, as well as budgeting and operational plans for projects.
  • Very good knowledge of international donors’ conditions and compliance requirements.
  • Excellent computer skills in Microsoft Office 365, especially Word, PowerPoint, OneDrive, Outlook
  • Ability to teamwork, direct, coordinate, follow up and start developing projects
  • Good proficiency in effective communication and acting skills (oral and written).
  • Analysis and problem-solving skills.
  • High degree of negotiation, persuasion, planning and organization skills
  • Ability to manage stressors and priorities

Preferred Skills/Added Values :

  • Experience in the implementation of construction projects and solar energy systems
