Position Summary
The MEAL Officer is responsible for implementing and strengthening MEAL and Data Management systems across assigned projects. The role combines program monitoring, data management, accountability, and reporting functions to ensure high-quality data, effective learning, and evidence-based decision-making.
The MEAL Officer plays a key role in ensuring that monitoring, evaluation, Accountability and learning processes are effectively implemented at the field levels, contributing to evidence-based decision-making, accountability, and adaptive management.
The employee is also required to;

Key Responsibilities
- Supporting MEAL system, Data Collection, and Quality Assurance
• Lead development and adaptation of MEAL plans per project.
• Ensure all projects have: Clear indicators, Defined monitoring plans, Appropriate data collection tools.
• Develop, Review and approve tools such as Surveys, Checklists, FGD/KII guides
• Supervise MEAL Assistants: design and review field team plans, Assign tasks, Review field outputs, Ensure data quality, Conduct joint monitoring visits for quality assurance.
• Support the MEL coordinator Ensuring compliance with: the organization MEAL SOPs, Donor requirements, Validate Beneficiary selection processes and Monitoring methodologies, address gaps in implementation with program teams.
• Coordinate data collection for assessments, baseline, midline, and endline surveys, ensuring gender and age disaggregation.
• Verify reported data, checking consistency with supporting documents and field observations.
• Support data cleaning, entry, and compilation in collaboration with the Data Management (DM) team.
• Identify data inconsistencies or gaps and work with field team to ensure corrective action.
• Contribute to Data Quality Assessments (DQAs) and ensure documentation of findings.
• Ensure adherence to ethical data collection practices, confidentiality, and informed consent processes.
2. Data Management Systems & Digital Tools
• Oversee implementation of data management systems across projects.
• Coordinate with DM team on System updates, Data structure improvements,
• Ensure standardization of Databases, Data collection tools,
• Review datasets and perform Advanced data cleaning, Validation checks.
• Support development of Kobo tools, Digital forms
• Ensure proper use of the organization Application, De-duplication processes.
• Monitor data flows from: Field → database → reporting.
• Ensure compliance with Data protection protocols and Access control (role-based access)
• Track field MEAL team performance and flag areas requiring additional support or corrective action to the MEL Coordinator.
• Maintain proper data archiving practices, including version control of data collection tools, datasets, and reports, ensuring files are systematically stored and retrievable for audit and learning purposes.
• Support the MEL coordinator in Strengthening a culture of accountability, reflection, and learning among the organization staff.
3. Data Analysis, Reporting & Visualization
• Update monitoring and reporting tools such as Indicator Tracking Tables (ITTs) and activity progress trackers with accurate and up-to-date information.
• Collaborate with the Data Management team to ensure accurate, complete, and consistent sectoral data in databases and dashboards.
• Compile and analyze monitoring data to identify trends and lessons learned.
• Contribute to the preparation of monthly, quarterly, and final reports, ensuring accuracy and completeness.
• support data analysis, visualization, and reporting processes, including PIIRS and internal reporting aligned with the organization’s Vision 2030 objectives.
• Support learning and reflection events by documenting field observations and key lessons.
• Coordinate with the MEL Coordinator to ensure MEL findings inform program design and adaptive management.
• Ensure timely submission of data and reports in line with reporting timelines.
4. Accountability, Learning, Evaluation, Safeguarding and Capacity Building
• Work closely with the Accountability team to ensure Feedback and Complaint Response Mechanism (FCRM) findings are incorporated into MEAL reporting and learning processes.
Coordinate with the Accountability Coordinator for technical guidance on FCRM implementation, escalation of sensitive complaints, and quality assurance of accountability mechanisms across projects.
• Oversee implementation of FCRM system across projects.
• Ensure multiple accessible feedback channels are in place.
• Ensure communities are informed about Their rights and Available complaint channels.
• Support design and implementation of Baselines, Endlines and Learning studies.
• Facilitate Learning sessions with program, reflection meetings and document lessons learned.
• Provide training to the MEAL field staff and program staff.
• Liaise with the TPM/IV team to facilitate external monitoring and ensure verification coverage for projects.
• Uphold the organization’s safeguarding, gender, and protection policies in all data collection and field activities.
5. OTHER RESPONSIBILITIES AS ASSIGNED: 5%
Required Qualification, Skills and Experience
- Bachelor’s degree in Social Science, Statistics, Engineering, or other relevant field (or equivalent combination of education and work experience).
- Minimum 2 years of experience in MEAL, data management roles within humanitarian or development programs and proven experience supporting partner-based programming and data quality verification
- Minimum 2 years experience working with LER and WASH & Shelter projects and understanding of sectoral indicators and data requirements.
- Strong skills in quantitative and qualitative data collection, cleaning, and analysis.
- Proficiency in Excel and data collection tools (e.g., Kobo, ODK); experience with Power BI or other visualization tools is an asset.
- Strong analytical, report-writing, and communication skills. Ability to train, mentor, and support MEAL staff.
- Excellent interpersonal skills and ability to work in a cross-functional team environment.
- Fluency in Arabic and English required
Desirable:
Certification in MEAL, data management, or project management.
