About NCA
Norwegian Church Aid (NCA) is a faith‑based humanitarian and development organisation working with partners and faith actors to address poverty, injustice, and inequality. NCA has been active in Africa since the 1960s and operates in 16 countries.
Launched in May 2025, the NCA Advocacy Programme Africa (NAPA) strengthens civil society engagement, amplifies rightsholders’ voices, mobilises faith platforms, and influences policy at national and regional levels. The programme focuses on:

Nairobi serves as the coordination hub, working with 12 partners across Eastern and Southern Africa.
Role Summary
The MEAL Officer is responsible for strengthening Monitoring, Evaluation, Accountability and Learning systems within NAPA. The role supports high‑quality data collection, analysis, documentation of learning, evidence generation, and accountability to rightsholders. The position works closely with the Head of Programmes, Programme Coordinators, and partners.
Key Responsibilities
1. Assessments, Monitoring & Evaluation
- Support context assessments, needs analyses, and monitoring activities.
- Contribute to results frameworks, indicators, and MEL plans.
- Develop and refine digital data collection tools.
- Support baseline, midline, and endline assessments and evaluations.
- Train partners on digital data collection (e.g., Kobo) and MEAL standards.
- Coordinate annual survey and data collection plans.
2. MEAL Systems & Reporting
- Maintain and update MEL plans and indicator tracking tools.
- Ensure integration of gender, disability inclusion, conflict sensitivity, and environmental considerations.
- Support partners to use digital MEL systems.
- Consolidate programme data for internal and donor reporting.
- Identify MEAL capacity needs and provide targeted support.
3. Programme Quality Monitoring
- Conduct routine monitoring using NCA MEAL frameworks.
- Update the Advocacy Indicator Tracking Table for quarterly and annual reporting.
- Undertake field monitoring visits and prepare high‑quality reports.
- Support qualitative and quantitative data collection.
4. Evidence, Learning & Adaptation
- Facilitate learning sessions with partners and NCA staff.
- Document case studies, change stories, lessons learned, and policy influence results.
- Provide inputs to quarterly review meetings and support adaptive management.
5. Data Quality & Digitisation
- Serve as the Programme Information Management System (PIMS) focal point.
- Maintain accurate databases of indicators and programme outputs.
- Conduct routine data quality checks and verification.
- Support digital innovation and improved data processes.
6. Accountability
- Strengthen partner capacity on community engagement and information‑sharing.
- Monitor adherence to the Core Humanitarian Standard (CHS).
- Share feedback and complaint trends with the Head of Programmes and partners.
7. Additional Tasks
- Contribute to overall programme team performance.
- Carry out other duties as assigned by the Head of Programmes.
Qualifications & Experience
- Bachelor’s degree in social sciences, Development Studies, Statistics, M&E, or related field; Master’s degree an advantage.
- Minimum 5 years’ experience in MEAL or programme coordination in development, governance, or advocacy settings.
- Experience with assessments, evaluations, and results‑based reporting.
- Experience supporting partners on MEAL systems.
- Understanding of gender‑responsive and inclusive MEAL.
- Strong analytical, organisational and report‑writing skills.
- Excellent English communication; French an advantage.
- Familiarity with NAPA thematic areas is an asset.
- Ability to work independently and manage multiple priorities.
